Chaos Trials Heart tether perma cc(series x )

In chaos trials in groups the tethers start to perma cc and create not allowing you to move. You. Can replicate this by getting heart tether 1 and being in group running ultimatum. Only way I have found a way to break the perma slow on my build is casting a projectile spell. Not sure if this is intended as it says you will be slow or stunned if u break tether not slowed while tethered. It’s functioning similarly to the daggers in act three that never dropped off at launch.
