Ascent to Power Quest Bug Report

Hello,
There is a bug in the Rising to Power quest on the second map. No matter what I do, I can't complete the mission.
I reached level 85, but Dijin Baryas are out of use. Many people have reported the problem. Why are they not completing the tasks of the accounts that have this problem?
