HIGH NETWORK LAG RANDOM SPIKING

The network lag on my graph has been intermittently spiking since day 1 of the game. It is not my gpu or my network settings or connection. I tried switching servers on steam and it did not work. I downloaded the client to my desktop to try and mitigate and it is still doing this bullshit. I have looked into every part I can which makes me think it may be on your server side. Any help would be apprecited.
