is it true poe 2 was in development for 10 years?
On would think the amount of content for 10 years of development is not sufficient ? Is it really so hard to make good games these days? Is it because ggg has small team of devs? Is it because there in New Zealeand and its hard to recruit more skilled people?

I don't think this was in active development for 10 years. A lot of assets are just copied which you can see in the bugs coming out of PoE1 code. Some design choices like WASD, gems and flasks are totally different but if not this could as well just be a new PoE1 league. Seeing how much GGG can change for a PoE1 league and seeing how little of an endgame we have I think it's a maximum of two years development to get these 3 acts out.

PoE2 became a fork of PoE1 not all that long ago (a couple years?). So it depends on how you count the poe1 development as it pertains to poe2 development.

"PoE 2" was first announced at Exilecon 2019 as an expansion to PoE. Enough work had been done at that time to make possible playable demos like this:
