I can confirm I'm getting this issue still in 0.2.1, but not consistently. However it happens even when global chat is turned off. I've uploaded a very short video showing the CPU spikes with each message.

Switching to an empty global chat channel fixes it.

I can confirm. Even if chats are disabled, i get the spikes.
In this screenshot i'm disabling global and trade chat again after enabling them:

CPU: Ryzen 9 3900X
GPU: MSI RTX 3080 Gaming X Trio
Memory: 64gb
HDD: 1TB M2.0 SSD

You'll get the stutter anytime anything is displayed in your chatbox. This includes stuff like clicking a shrine or when your character says one of their taunts or quips. I had it myself but have now resolved the symptoms and waiting for a real fix.

Things that help:

Under the game settings there's an option to output character dialog to the chat window that is turned on by default. Turn that off.

Delete the client.txt file under your logs directory in PoE2 install folder.

I have not verified this one, but apparently you can type /clear in the chat to get rid of your backlog of chats and it seems to help.

This issue is pervasive and a ton of people are having issues, I don't know why GGG isn't addressing it directly.
I can absolutely confirm this for myself. I have been changing every graphics setting I could and closed every other program on my PC to see what is causing lag spikes.

/clear resolved it for me.

Why would the chat function in poe have such an impact on cpu usage? I have died sooo many times to these cpu based lag spikes.

Now at least I know the work around just in case it comes back.
Same here, I was going crazy.
I identified the chat as being the culprit then disabled it and having the same spikes after that.

Little that I know that it was still the source of the issue.

The CPU spike will cause a latency spike overall creating micro freeze.
Ultra annoying when you start a big pack of mob.

There should be a way to opt out completely from chat service so that we can isolate if it's really the source of the issue.

Edit:
I did use the /clear which seems to resolve the issue. Not showing the chat is not helping as it is still reaching me (it is just hidden).

Logging in at first is not causing the issue. It is really the stacking of the whole chat history that ends up causing the spikes. That is why the clear seems to help.
