Passive tree BUG

I run on PC and when I am in the passive tree mode and press ALT over a node it does not give the list of distilled ingreadiants needed to assign that power to an amulet? I have tried all the suggestions in the forums about press ALT first in the black area and then moving the mouse over the item (no go?) I also tried changing from WASD mode to mouse/keyboard mode and it still does not work? It seems not everyone is having this issue but for whatever reason I can not get the ALT function to work (niether left nor right ALT), All I can get is the PIN option and thats it? Is this a bug (I think so) or am I missing something here? Thanks!
