Extremely poor performance

Game is terribly optimized(I blame particle effects) I got all setting set to minimum at 1080p and only can play because DLSS and Dynamic resolution keed FPS in acceptable/playable range when in maps(in hideout I got 90+fsp) but cause screen look like Fauvists/Monet painting, its terible. I know "D4 bad" but I can play it on the same laptop whit no issue on default setting 60+ no visible graphics degradation. I got laptop with Moblile RTX3060 and AMD Ryzen 7 5800H.
