Ritual Atlas passive point bug

Not 100% if bugged or not. Could be having incredible bad luck. But ever since making a new character and doing rituals (done about 50) i have not received a single audience with the king. I have max points in ritual tree. Switched back to other character and ran some and started getting them again. both characters are level 90+. I just didnt know if the atlas passives for certain nodes were not applying to the new character. i rarely even see omens on him. Thank you
