Dual wielding does not have a block function anymore.

As title says, you don't have 20% block chance while dual wielding and 10% increased attack speed like in poe 1.
Was the change intentional?
I makes the block builds really one sided and require a shield.
With armour in the state like this block is the only option we have and not beeing able to block while dual wielding kinda breaks allot of posible builds.
