Lag "ms" (latency) when moving (AMD)

Hi everyone, when I bought the game when it came out, I spent a good time playing it really well, around 6 days, but now it's unplayable because the latency when moving shoots from 14ms to 150+ms, it's the only game that gives me lag when playing, is there a solution to this? Also the shaders go up and down on the graphic that one places when pressing F1, I play on a Brazilian server due to my location, I have a computer with an AMD cpu and gpu, 1gb fiber optic...
