Yes, uniques drop in Act 1, but I don't know a good place to farm

There isn't a 'good' place to farm uniques, nor would I say the time used to farm low level uniques in act one in any way has value. They're not generally better than a 3 mod rare, and the time you'd spend using them would be so short as to remove the value in farming them.

Even if they drop in a high level zone (like a map), a unique is always going to be from a common pool, and will have an equal chance of being a high level 'late game' unique, as it would be a good low level unique (Though I'd say it's currently slanted MUCH more in favor of 'good low level unique' as that's mostly what exists at this time). Very few uniques are good for high level characters, and those that are, mostly come from pinnacle bosses, so you're not going to come across those by chance.
