Rapid shot is broken on PS5

1. skill randomly not firing after bolt reloads
2. skill randomly not reloading bolt even when there is enough mana
3. skill not firing consistantly when attack speed is 30+ (especially
when player gain the acceleration shrine)
4. skill randomly not firing when there are more than 10-15 mobs on the screen
5. when skill firing on PS5, mobs on the screen all gain tail wind effect (it
could be visually identified on the screen)
