New character resistance bugged

in act 2 on normal the +10 lightning res at spires of deshar diddnt apply, and with all gear off i have -10 fire res which i only noticed after seeing the above lightning res diddt apply

The +lightning res is applied when you interact with the thing at the spires of deshar, not after the fight.

You're at -10% fire res because you're in act 2. There's a resistance penalty based on how far you are through the game--the penalty increases by 10% per act, until you have -60% to elemental resistances in the endgame.

Because you got +10% cold res from act 1 and +10% lightning res from act 2, those resistances are at 0 in act 2 with no gear on.
