Weird hue artifacting on-screen

Exactly as title describes. Odd formations of color appear after a little while of playing. The same thing happened in PoE 1 as well. The game doesn't glitch or crash, just appears discolored. Appears in playbacks of recording so I don't believe it's a monitor issue and is localized only within this game. Any suggestions or next steps to rectify this issue?
