Adding Persistent Buffs to Skillbar

It would be very nice if we had a way to put buffs on the skill bar so that I dont have to open the Skills menu in order to activate or deactivate a buff. POE1 allowed you to put passives on skillbar, can we please get that here as well? I want to be able to turn off Grim Feast, and turn on Cast on Shock from the skill bar before I go into boss fights and visa versa for when i need to clear mobs. Thank you.
