+ to spell skills interaction with socketed spell on meta gem - intended or bug?

I have a lot of +to spell skills on gear but the skill display doesn’t show appropriate increase to the skills that are socketed into my meta gem cast on freeze - comet combination.
Example: Level 17 comet in a cast on freeze stays level 17 even though I have +4 total to spell skills, instead of becoming leve 21 comet.

The rest of my skills do get the appropriate bonus and comet if socketed separately benefits from the + to skills also. It’s hard for me as a console player to pin down if the damage and mana cost are staying the same or not.

Is this intended, a display glitch where the CoF comet does get the increase but the skills aren’t displaying correctly or is this an unintended glitch where comet isn’t being affected because it’s hidden as a secondary spell trigger?

Not sure if this is a gameplay post or a bug post, but I haven’t been able to find anything talking about these specific mechanic interactions. Thanks for any insight!
