Copper Citadel is stilll a pain in the a#$ to find..

I find 8-10 stone and copper citadel after patch but only 1 copper citadel.Im clearing every inch of the fog.Anyone else have this issue or GGG still unable to balance citadel.

Well I think the ratio of finding a copper citadel versus iron and stone is 1:10.This does'nt make sense for an endgame activity.This sucks...
