Gem level downgrade

Is there a way to lower a gem level?
I have some that are 5 slot, 20% quality, but if I want to use them for a new character, can I use a low level skill gem on them somehow to make a level 19 or 20 gem a level 1 or 2? Or is lowering the gem level not possible in PoE2 currently? The nine most terrifying words in the English language are "I'm from the government, and I'm here to help."
