Ilvl's bases and plus to skills

Hello first time posting. All I want to know is there a wabsite that shows what Ilvl items can roll plus to skills and how many plus to skills so I know which bases to pick up. I know from watching a video that ilvl wands 81 can roll plus 5 to lightening skills but what is the range of Ilvl?

Some more info. You can select the item you want to check. So lets say One-Handed Weapons => Wand. Then you will be displayed a table with the possible prefixes on the left and the possible suffixes on the right.

When you click on an affix you can see all the different tiers with the required item level and a weighting. Currently the tiers are reversed (like they are in PoE 1).

On the top you can enter the item level of your item. Then all tier/affixes that need a higher item level would be greyed out.

Edit 2:
One more thing. The right most column in each table displays the modifier group if one exists. Some modifiers are exclusive. Like on a Wand + level to Spell Skills and + level to fire skills. You can only have one of those. Therefor they have the same modifier group. You can only have 1 modifier of each group.
