REALLY BAD LAGGG/stutter

I have two characters
A deadeye and an infernalist
The problem is when I attempt to switch gear or gems it’s a constant stutter
The problem has been consistent for over 2weeks
I thought the patch would correct it but it didn’t
(It doesn’t happen on my alternate deadeye)
