Cant resurrect due to "You do Not Have Required Quest State

While I have been on my character through out entering Vastiri Outskirts on normal, any time I have died I cant resurrect due to "You do Not Have Required Quest State" per the error notification. I must exit the game to the character screen then reload every time I die.
