Cannot engrave shockwave totem, what am I doing wrong?

Started a new Warrior, when I got to level 4 I tried to use a level III uncut skill gem to create a Shockwave Totem skill gem. Totems of any kind do not even show up in the list of gems.

I tried the all gems tab, I tried with unchecking the recommented skills.
I am using a 2h mace. I tried with higher levels of uncut gems, but same results.

There is nothing stating requirements. I tried with a level 68 toon.

Anyone know what the issue is, I am wondering, if the patch broke the process.
I known it caused issues with totems.
