All Active Skills Disabled

I’m on a PS5 and after switching out numerous pieces of gear, I’m unable to use any active skills. I have confirmed it’s not a requirement issue and creating a new skill gem doesn’t help. When I attempt to use the skill, the characters head flashes a red animation. I can equip and use spirit skills. I have confirmed other characters on this account aren’t suffering from the same issue. At this time the game is unplayable as I can’t use any skills.
