Missing IMPORTANT info on advanced tool tips.

Since the latest patch, whenever I have clicked the info button on items and skills, the tool tip is missing item level for items, and more importantly information on what adding quality to skills affects...is this an issue with just my game or is it something that has been removed purposely?
