Question about Energy (Metaskills) and the Tooltip

Hello,
i am experimenting with a caster CoC build. In the skills menu when i open the tab for CoC it states

"

Energy gained per Power of enemies critically hit......1

The next line shows the energy gain modifier, the bonuses from the skill tree or supports.
For testing i achieved different values of energy gain up to 200%, yet the energy gained per power of enemies critically hit never changes. Would there be a change visible if you hit a breakpoint or would 100% inc energy gained imply that the value doubles? Or didn't i have enough energy gained to hit a breakpoint?
