Are + Spell levels from wand not applied to gems inside Meta skills?

I have +4 Spell Levels on my wand and expected those would be applied to Lightening Conduit that I use with Cast On Shock, but they are not. Gem just says Level 19 with no global modifiers unlike the rest of my spells. This is the same for Temporal Chains inside Blasphemy.

Is this a bug or did I just misinterpret how this should work. I thought I've seen videos of people with very high level gems inside Meta skills. I'm on Xbox if that matters.
