Mana Issue - Inspiration Not Working

I am running Raxx's build for monk mapping.

My Ice Strike is lvl 19 at 42 mana.

I have a staff which is +4 which makes lvl 23 mana 66. When i add inspiration socket the mana does not change. but it should be 40% less?

I have the strength requirements of 67.

A friend of mine put my gear on same build and the mana is reduced.

Any ideas?
