Winter Drought is bugged

I have had this Affliction and it takes away all of my sacred water after I beat the boss and shop. Preventing me from taking sacred water to the next floor. Other times it takes away my sacred water immediately after defeating the boss of the floor and I am left with nothing to shop with. Which one is the bug? I have lost several Trials of the Sekhemas because of this. If I knew which one would happen I could adjust my playthrough and never take that choice.

Yea, I just had this happen, Winters Drought 0'ed my sacred water immediately after defeating the final boss of floor 1, leaving me no chance to spend it. I was a bit confused as the Winters Drought affliction normally wipes all my sacred water AFTER interacting with the shop.
