Explosive Shot - Prism Belief

I have +3 Prism Belief Jewel. I socket it in the tree, I can see the +3 to the skill, I can see the attack damage% increase in the tooltip....but, there is no change to the damage (or mana cost) anywhere.

In addition to that... elemental conflux does not do anything to explosive shot either.

I do not have any gems or gear that impacts these effects from working that I'm aware of.

Anyone else able to recreate this or having the same issue? It's rather annoying.
