Same issue in Poe 1 and Poe 2

%60 of the time loading screen takes 5 minute and after loading complete latency goes up to 500k and crashes to login screen. It has been my biggest issue in poe2 so I wanted to comeback and chill in poe1 but I see the issue is also in poe1. I tried other games and ran internet speed test and seems like my internet is not the issue here. I had this issue for 4 weeks in poe2 so I got bored of it and quit for poe1 but poe1 has same problem as well. I tried to reinstall both of the games and tried steam and official launcher nothing changes. Can you please look up to this problem or if its just me can you guide me to solution please?
