Chance orb not working

I try to Orb of chance Oaksworn on a normal Sigil Crest Sield.
and i got a messege says Item cannot increase in Rarity. Last bumped on May 25, 2025, 8:49:25 PM

Same thing for a sectarian crest shield. dropped in the wild with the only modifying being the raise shield skill that's on every shield. should be able to be crafted
