[PC] performance issues from Win 10 update KB5048652 (December 10, 2024)

Hi exiles,
if you run into unexplainable performance issues try restarting after Windows 10 automatically installs the update KB5048652 without notice.
It is messing up PoE2 terribly causing stuttering and even short pauses (that do not show up on the performance graph). A restart seems to solve the mess.
