[bug] Stash tab reordering when switching between ps5/pc

If you purchase a premium stash tab on one platform that you already had unlocked on the other then the stash tab indices become reordered which can cause tabs that _were_ accessible on both can become remove-only on one

repro (I think?):
0. start with a fresh account
1. on pc: put some items in your original (free) stash tabs
2. on pc: buy a set of new stash tabs
3. on ps5: observe that the items from pc are accessible in the (free) shared stash tabs
3. on ps5: buy a premium tab (gem tab, e.g.)
4. on pc: buy that same premium tab (gem tab) to upgrade it from remove-only
5. on ps5: observe that the items that _were_ accessible are now in a remove-only tab
