Does divine orbs work on the cooldown modifier of Temporalis

Hi everyone, I am new to this game so I apologize if my question is stupid. I want to do a temporalis build where I reduce the CD of my blink by at least 3.5 seconds to become instant. However most of the temporalis items that have this modifier cost 120+ divines which I cannot afford. However I can buy a cheap one for 40-50 divines and I was wondering the following - Can I change the Skills have -X.XX seconds to Cooldown with a divine orb?
