Omen of Whittling

Iam not sure if this item is bugged or what , I am new to the game and this is my first time playing. I have been actively farming since the start of the league, and I decided to craft my own bow.
To remove the lowest-level modifier, I used an item called Omen of Whittling. However, instead of removing the lowest-level modifier, it removed one of the highest-value modifiers on the bow, which severely impacted my crafting project. As a result, I had to spend 70 divines just to fix the issue.
I would like to know what proof I can provide to help clarify this situation, and if there is any way to address or rectify this issue.
