As described, the ziggurat encampment is not drained even though the canal lever has been pulled.

 I thought this issue was fixed long ago. Anyway, it is still happening in 0.4. All my other characters who had already reach endgame have no issues. But new characters reach Act 3 and upon draining the waterway, the map still looks pre-drained. |

 Hah... Even going through the portal, it's still flooded in year 400BIC. |

Once my affected character got to Endgame, and I view Act 3 map via map device, it drains. So there. Level-action may not work for all. Small visual issue that I didn't encounter from 0.1 to 0.3.
