COSMETICS - PS5 AND PC

Hello, I wanted to ask if it is normal that I cannot use cosmetics on PC which was bought on PS5 - on the same account [as it is in D4 for example]?

MTX on PS5 are completely separate from PC due to Sony and GGG not allowing them to carry over. I don't know the details, but it sucks. I'm debating on getting an Xbox so I can enjoy some couch POE.
