Jewel Affix Question

How do I know if the 1st affix works?



I checked it with Skeleton Arsonist since the 'Explosive Demise' tab has Explosion Radius. However, it doesn't seem to change the radius. Another is Pain Offering since it has Aura Radius but it doesn't change anything at all.

Regarding the 2nd affix, does it affect the minions too? Wished we could see minion buffs.
