Items in PoE

I think higher item levels like 70+ shouldn't be able to roll T1 modifiers.Having an item level 80 which rolls 6 intelligence is just funny.
I'm in the endgame and dealing here with low level stats on high level items.
Unless there is a really good reason for that then absolutely prove me wrong.

The odds for that are way too high right now indeed but the most infuriating is Chaos / Vaal orb altering way too often a high Tier modifier into a low Tier modifier .

Current odds of bricking an item using one or two Exalt = too high
Current odds of bricking an item at the very end of the crafting process = INSANELY RISKY
