Can't complete a Citadel

I have run 3 Stone Citadels, completed them fully, completely explored, 0 monsters and boss down. Never completes the map. I get all the loot, just no completion.

I suspect it has something to do with the quest I cant complete,

If this is a bug, you're welcome for the extra work... if its my smooth brain, please someone help me out here LOL.

Are you running the citadels as T15 maps?

Yeah, it won't allow me to run it without a 15 in the slot. Just says the map requires a 15.

Same thing happen to me.. cant complete citadel even if i 100% completed it.. :(

Happened to me a few days ago in a Stone Citadel. Then, just now in an Iron Citadel.

Same here, every single Citadel so far is not completed.
Nothing to do with the Vaal quest. I did Citadels with the quest and after I got it unbugged.
You get the Vaal quest unbugged by beating the breach boss btw. At least that is what ended my quest with Doriani.
Another btw, it's the same Doriani everywhere. I mean it's the same coded NPC, so it doesn't matter where you talk to him.

I'm still having the same issues with the citadel not registering as completed and it's blocking me off from places I should be able to go now
