X% increased Fire Damage affects melee skills? (with fire dmg added)

I have an ignite titan with melee skills, but weapon has x to y fire damage, and have burning strikes (gain 12% of physical damage as extra fire damage). Is 25% increased Fire Damage modifier on a ring affects my fire damage? For me it would be logical, but i found in searches that this mod affects fire skills only.
