Electrocute skill gem and Kitokos gloves issues

I've done bunch of testing playing around with my build and found some inconsistencies.

I play Galvanic Shards and Shockburst Rounds.
Defaults: 1st - applies shock, doesn't apply electrocute; 2nd - doesn't apply shock, doesn't apply electrocute.

Electrocute skill gem.
Works with Galvanic Shards - I see electrocute buildup on mobs, skill stops to apply shock.
Doesn't work at all with Shockburst Rounds. It still doesn't apply shock (that is correct) but it doesn't build up electrocute at all. Both bosses or mobs don't have even a pictogram that electrocute even starting to build up. Also, I made sure that I don't use Elemental Focus support gem that denies Elemental Ailments. Expected result - electrocute buildup should work fine, no shocks should be applied.

Kitokos gloves
It seems that, despite clear statements in the descriptions of the effects, Shock and Electrocute are NOT independent of each other ailments. It feels like if you use kitoko's you have an electrocution buildup but you can't have shocks (like you're using Electrocute skill gem). If you remove gloves you immediately see shocks applying to mobs.
