Reduced attribute requirements on rattling scepter and skeletal warrior minions

Not sure if it is a bug or as intended but to me it is atleast inconsistent.

I have a scepter with 30% reduced requirements which is nice for me because i dont use STR. This is nice because now i need 37 STR instead of 54.

The inconsistency lies in the skeletal Warrior minions. This skill still needs 54 STR. If this was all i dont see the problem, however the minions are still summoned, but you cannot add gems .

I would understand not getting the minions at all because of the 54 STR requirement. I would ''hope'' for the reduced requirement to affect the skill aswell.
