Are we 100% certain we will see act 4 to 6 ?

Hi,
I know they are supposed to be implemented but did we had any roadmap or screen or anything that garantee thoses will be put into the game ? I am unsure because having 6 fully developped acts but running the game in seasonnal league when you force player to replay through the acts each time seems contradictory. are you aware that path of exile 1 has 10 acts you replay with every new character, basically invented the current model of seasonal arpg leagues and has been going for 12 years?
