Leveled skill to lvl 18 and now I can't bind it to an action key.

SO I just hit lvl 86 on my Sorc and I went to check if I could upgrade the skills I wanted to upgrade to level 18. So I upgraded the ff: Comet, Eye of Winter, and conductivity. After doing that they are not usable. I have all the required stats and equipment for them.

But they are not working, any thoughts?
