Talent Tree resets itself constantly

I made a Witch and leveled it to 17 before I decided to follow a build guide. I respec my tree to follow the guide and hit apply, and everything is fine. As soon as a I take a WP anywhere, my tree resets itself to the prior build I had and there is nothing I can do to stop it from happening. I've tried at least 9 times, and even recorded myself going through the respec process and taking a WP and showing the tree resetting itself. I'm not weapon swapping or anything, I'm applying the changes and confirming it, but nothing sticks.
