Another Flashing Screen Report - With Video

First time I've reported this, though I've seen others report it.
I can fairly well make it repeat by Alt-Tabbing then coming back.

Most of the time it is just along the right hand side, a few bars. In this case I was originally in the map atlas when it started it, and kept going.

DX12, AMD Radion 6700XT, Fullscreen, FSR... Changing it to Windowed Fullscreen seems to fix it. So it seems to be a fullscreen related issue.
