[PC] Skills allocated to mouse do not trigger if hovering over ground loot

Gameplay Bug:
- If a skill is placed on Mouse 1 and and item is under the cursor, the skill will not trigger. This happens regardless of range with the player and the ground loot.

This also occurs with gold that's on the ground so this is not relegated to gear.
