Bug Report ID: #3118670487 - Unable to use any skills intermittently

I've had this bug repeatedly where I will be unable to use any skills for ~5 seconds. Every time this has happened I panic and run away but I finally died due to being surrounded and unable to use any skills. My character is never under any cc effects (stun, freesze, etc.) and has no debuffs indicating a silence or any other type of status effect.
