Vaal'ed Original sin not converting damage correctly

I hit on a Vaal on this item.
it states its now 110% elemental Damage Converted to Chaos Damages, however it still only converts 1:1 ratio with no extra gain. Have this same problem.
Ingenuity Utility Belt only adds chaos resistant. I buy ring with 119% convert and adds only 100%. Over-conversion doesn't give extra damage. It rescales all sources of conversion to = 100%. Working as intended.
